EXECUTIVE STAFF

FRANCES J. ROLLINS, Executive Director, has over 30 years of experience in early childhood and adult education and is a certified trainer. In addition to overall responsibility for Southeast Children’s Fund, Ms. Rollins is Director of the Professional Development Institute. She holds a master’s degree in Adult Education and a master’s degree in Early Childhood Education. In addition to professional development, she is a specialist in parenting skill training. Ms. Rollins is a strong proponent of quality childcare and enhancing the knowledge and skills of childcare professionals. She is the president of the D.C. Association for the Education of Young Children (an affiliate of the National Association for the Education of Young Children), and a member of the Ward 8 Business Council, the School-Age Childcare Alliance, the Anacostia Neighborhood Initiative, the National Black Child Development Institute, the International Black Women’s Conference, Leadership Greater Washington Class of 2005, and the District of Columbia Childcare Providers Coalition. These organizations have brought her into contact with childcare providers and leaders across the District and nationally, as well as afforded her intimate knowledge of the laws, regulations and standards governing the industry. In addition to founding Southeast Children’s Fund, she owns and operates Sunshine Early Learning Center, a licensed and NAEYC-accredited child development center that provides early care for children ages six months to five years, and after school care and summer camp for children up to age 12.

KAMILA JOHNSON, Director of Education, is an advocate, trainer and adult educator with over 15 years of hands-on experience in Early Care and Education. She began her Adult Education training career while working for Augusta Technical College as an Adult Literacy and ESL Instructor. Today she is a committed early childhood trainer, educator, and facilitator who is passionate and driven to provide the best quality training and education to make a positive mark on our families and children. She currently has Train-the-Trainer certificates for Creative Curriculum Infant, Toddlers & Twos and Preschool Curriculum, , Peabody Vocabulary/TVIP (Spanish) Assessment, Head Start Bi-lingual NRS trainer/assessor, Brigance (English/Spanish) Assessment, SPARK – Ready-to-Read bilingual trainer, and the U.S. Department of Education’s 21st Century Learning Centers After Schools program Trainer for the American Business Collaborative and Work Family Direction (Georgia), Trainer for Georgia Quality Education and Training Institute ,Approved Georgia Department of Health & Human Services Trainer and Current Board Member for District of Columbia’s Association for the Education of Young Children (DCAEYC) .

TANETTA MERRITT, Child Development Center Director, has worked with Southeast Children’s Fund’s infant/toddler and preschool program for over seven years. She is also an instructor in the Professional Development Institute’s Child Development Associate training program as well as a certified CDA field advisor. Ms. Merritt holds an Associate of Arts in Early Childhood Education and a Child Development Associate Credential with endorsements for Infant/Toddler and Preschool settings. She has completed numerous training in the use of measurement tools associated with early childhood education including the Program Administration Scale (PAS), ITERS and ECERS (Early Childhood Environmental Rating Scales), the Denver II, and the Creative Curriculum. She was awarded the Minnie Wood Excellence Award by the District’s Early Childhood Coordinated Training Committee in 2006.

CECELIA WISDOM, Development Coordinator, has a master's degree in Educational Psychology. Since 2003, she has helped SCF secure grant funding from federal, local and private sources, and supervised their implementation and evaluation. In her current capacity, she analyzes organization needs relative to sustainability and advises the executive director on findings; designs programs needed to advance the goals of the organization, researches funding sources to support them, and produces strategies for obtaining funds including grant writing and donor development. Ms. Wisdom is in charge of SCF’s Web site, creating its content and supervising its design and maintenance. She oversees SCF’s training provider contract with DOES, developing and initiating strategies that ensure SCF derives maximum benefit from the relationship. She designed a program for increasing the involvement of parents in their children’s early care and education and oversees its implementation. She is also coordinating SCF’s Professional Development Institute’s application to obtain national accreditation and SCF’s petition to start a public charter school. Ms. Wisdom has over 20 years experience in administration, program evaluation, research and proposal writing, and has developed quite extensive knowledge of the Southeast DC community and its needs.
